Low Income Winter Heating Assistance

Low Income Winter Heating Assistance (LIWHA) will replace Cold Weather Payment (CWP) in Scotland from winter 2022 and will provide financial support to low-income households to help with fuel costs in winter.

To receive LIWHA, claimants must be receiving the same qualifying benefits as in the current CWP, which include Pension Credit, Income Support or Income-based Jobseeker’s Allowance, Income-related Employment Support Allowance and Universal Credit. Eligibility through working age benefits is restricted to those who have limited capability for work, care for a disabled child, or are out of work while caring for a child under five.

LIWHA will be administered by Social Security Scotland and will pay a fixed annual amount of £50 to every eligible household.
